WILL THE MAYOR OF INDIANAPOLIS HONOR THE LAW?
On August 24, 2010 Samantha Kam, corporate counsel for Indianapolis, was served with a notice to produce the video concerning the shootings that took place downtown on July 17, 2010. By law the city has seven (7) days to respond to the request. The Mayor is the leader of IMPD. He asked to become the leader and was granted its leadership by the republican controlled city county council. A democracy is governed by laws. If the government does not follow the law then, in essence, we live in a police state. Several recent incidents such as the following:
- · Civilian review board not ready to hear Chief Ciecelski’s request to fire Officer Piland for unmercifully beating Brandon Johnson. Hearing put off until November. Justice delayed is justice denied
Brandon Johnson – Beat up by Officer Piland
- · Police officers who are experts at determining whether people are impaired by drugs or alcohol can’t tell that Officer Bisard has in his body more than twice the amount of alcohol allowed by the legal limit after he runs over three motorcyclists killing one and critical injuring the other two.
- · Take the officer to a facility that has never been used before and it just so happens to be a facility that is not certified to determine if someone is drunk or not.
- · Charges against the officer is dropped because of the medical facility’s lack of certification.
- · And the police just happened to make this mistake in favor of one of their own

- · A young black youth accused of shooting nine (9) people in downtown Indianapolis with the following facts.
- Supposedly fired nine (9) rounds at Maryland and Illinois streets hitting eight (8) young black males in the leg.
- He traveled one block east to Maryland and Meridian streets fires six (6) more shots hitting one more black male youth. Again he supposedly shoots the youth in the leg.
- There are 300 police officers in the immediate area and the black youth is able to escaped from downtown and not get apprehended until the next day. Shamus must be related to Houdini!!
- The Marion County Prosecutor says that fifteen (15) shell casings were recovered on Maryland street in that one block vicinity and all of them are shot from the same 40 caliber weapon
- It just so happens that the standard issue weapon for IMPD is a 40 caliber, the same kind of weapon that Shamus supposedly hit nine black youth with
- An eye witness, me, to the third shooting is questioning whether the police officer that I was with actually shot the tenth youth, who like the others shot, is a young black male and shot in the leg.
- Camera’s all over the place downtown and Public Safety Director Frank Straub has publicly stated that “they” have video of Shamus doing the shooting http://www.wishtv.com/dpp/news/local/marion_county/straub-we-have-the-shooter-on-film There is a camera at Market and Illinois where I am confident that I saw the police officer shoot the youth. And in addition to all of these facts the September 3rd, 2010 edition of the Indianapolis Star reports
- · Someone planted a listening and video devices within Deputy Chief Benjamin’s office
- · Chief Ciecelski recommending that officers Piland and Bisard be fired which indicates the city is accepting they were wrong, but the city won’t show compassion for the families and go into negotiations to settle with the families without them having to go to court.
All of the above, and more, unfortunately point to us as citizens of Indianapolis may be unknowingly living in an undeclared police state. Are y’all hearing me??? Now we have the city defying the law by not releasing the video of the shootings. I'M saying the police is complicit in the shootings. Seems like the city would want to follow the law and raise public confidence that a police state is not in affect in the city of Indianapolis. Wouldn’t you think?

This chapter shall be liberally construed to implement this policy and place the burden of proof for the nondisclosure of a public record on the public agency that would deny access to the record and not on the person seeking to inspect and copy the record." Indiana Code § 5-14-3-1.

Thanks so much, Rev. Ajabu for taking leadership in these matters. It does sound as if Indianapolis has descended into an undeclared police state. From my experience having grown up there that descent was a short one. I wish you all the best in organizing people to hold the mayor's feet to the fire. Janet, Apparently Indy has become a more friendly city since YOU left it. I find it pretty ridiculous to cast aspersions on a great city that you left over 40 years ago.
Indianapolis has been rated several times by BE Magazine as a BEST PLACE for black enterprise and living.

Conservative Christian:
BE ranks cities based on business-related factors, not on the treatment of those who have limited access to the powers that control what happens in the city. Indianapolis may be friendlier for some, but power remains in the hands of a small group that is interested primarily in maintaining their control over the city and keeping money flowing into downtown, and their pockets. I visit Indianapolis and know exactly what the neighborhoods away from downtown look like; what public transit is like. These are the things that affect the poor and Indianapolis is not friendly for them.

Thanks for the heads up. I have talked to Brandon's mother and she has been contacted by the Mayor's office. However it was not a lawyer. The family is looking forward to the city's legal departments communication. God bless.
